r u sure the 55watt is a powercompact and not a t5? 48in t5s are normally 55 watts while powercompacts are 65watts.  If so then no.

A 55w bulb will run on a 65w fixture. The bulbs are interchangable. Why they ever made two different wattage bulbs, of the same length, is beyond me. From what I've read a 65w will run at 55w on a 55w ballast, and vice-versa.

If it helps, I run a 55w and a 65w in my dual fixture. Both look the same intensity to me and they work fine.

Mmmmmm good question. I've tried eBay bulbs, and they suck. So you might just have to pay up for some good ones.
