So my bro gave me a hood for the 10 gallon tank.  I got the substrate put in, put the whisper filter and the heater in, all was well.  I added some plants and put the hood on to give the plants light. 

When I when to pull the filter out of the whisper(rinse sand off it) I got a shock. Through trial and error I have figured out that when I have the light plugged in, I get a shock when I touch the water, even though the light itself is not in contact with the water(the piece with the bulb in it sits on top of the plastic part with a clear panel for the light to shine through- one of those).

What the heck??  And can it be fixed???  Do I need an electrician? Do I need to give up on the hood?

Boy I'm glad I didn't put my guppies in there yet!
