Wow I've never seen that plant before, then again I haven't searched ditches in the Toledo area like back at home.

They are quite different than Cherry Shrimp. The young need brackish-full marine condition to survive. The adults do well in freshwater. They are great at taking care of hair algae (in my experience) and cleaning up left over food.
